The Southeast Alaska Power Agency board declared last week that it is moving forward with an expansion of the Swan Lake reservoir despite a lack of funding from the Alaska Legislature. A motion to join the City and Borough of Wrangell in studying the possibility of separating from the Southeast Alaska Power Agency drew heated debate among Ketchikan City Council members Thursday before gaining narrow approval.
