October 26, 1917 – Postmaster Refling has received notice from the department that, commencing with October 1, the postoffice at Petersburg has been advanced to the third, or presidental, class. As a fourth-class office, the postmaster’s compensation has been a percentage of the cancellation. This percentage having now reached a point exceeding $1,000 per year, the postmaster will receive a salary of $1,000. There will also be an allowance for rent and cost of heating and when the new mail route is established out of Petersburg there will probably be some allowance toward clerk hire.
